Policy and Notice of Nondiscrimination
The Wisconsin Technical College System (WTCS) complies with Federal civil rights laws and is committed to providing its programs and services without discrimination in accordance with:
- Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin (including language).
- Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination based on disability.
- Title IX of the Education Amendments Act of 1972, which prohibits discrimination based on sex in education programs or activities.
- Age Discrimination Act of 1975, which prohibits discrimination based on age.
- S. Department of Homeland Security regulation 6 C.F.R. Part 19, which prohibits discrimination based on religion in social service programs.
It is against the law for the Wisconsin Technical College System to retaliate against anyone who takes action to oppose discrimination, files a grievance, or participates in the investigation of a grievance in accordance with the above authorities.

Complaints must be filed no later than 180 days after the date of the alleged discrimination. WTCS will provide an email response acknowledging the complaint within 10 days of receipt and will conduct an internal investigation of the complaint within 60 days of receipt. WTCS will communicate with the person filing a complaint via email unless another method of communication is requested. WTCS will track complaints received and the status of complaints through a spreadsheet.

Reasonable Accommodation Requests
The Wisconsin Technical College System is committed to providing individuals with disabilities an equal opportunity to participate in an benefit from WTCS programs, activities, and services.
Individuals may request reasonable accommodations from WTCS Human Resources Director, Madeline Erce (madeline.erce@wtcsystem.edu). No specific request form is required. The WTCS Human Resources Director will acknowledge receipt of the request via email within three business days. In order to determine whether to provide a requested accommodation, the WTCS Human Resources Director will consult with the individual requesting the accommodation to determine what, if any, accommodation should be provided. Reasonable accommodations will be provided as soon as practical; interim accommodations may be provided if a requested and approved accommodation cannot be provided immediately. Approved accommodations will be provided for all future interactions.
The Wisconsin Technical College System provides free aids and services, such as qualified sign language interpreters and written information in other formats (large print, audio, accessible electronic formats, etc.), to communicate effectively with persons with disabilities.
The Wisconsin Department of Administration maintains several contracts that WTCS can use to fulfill accommodation requests including:
- In-person interpretation services for American Sign Language
- Statewide telephone interpretation services
- Video remote interpreting services for American Sign Language
Any personally identifiable information will be kept secure and confidential as only the WTCS Human Resources Director will have access. The WTCS Human Resources Director will maintain records of the number and type of accommodation requests each year, the number of requests denied and reasons for denial, the number and type of alternative accommodations that were provided, and a summary of circumstances regarding any denials based on undue burden to recipients.
Information and Services for Persons with Limited English Proficiency
The Wisconsin Technical College System provides free language services, such as qualified foreign language interpreters and information written in other languages, to ensure meaningful access to programs and activities for persons with limited English proficiency. Qualified interpreters are one source of language access. Qualified interpreters will have proficiency in both English and the target language; demonstrated knowledge in both languages of relevant specialized terms, concepts, and cultural issues, and abide by an interpreter code of ethics.
The Wisconsin Department of Administration maintains several contracts that WTCS can use to fulfill accommodation requests including:

- Statewide telephone interpretation services
- Written foreign language translation services
